The products and services available are generally a justification for bureaucratic processes that the public neither wants nor needs.
Information that is collected in order to access the service is often shared indiscriminately with other agencies due to existing policies or agreements that never serve the interest of the private citizen.
The customer pays for the facility, utilities, and the office supplies despite never being able to access or use them.
The customer pays for the salary of every employee, who will then treat them as an annoyance because they interrupted their ability to socialize with colleagues.
